Imphal: Manipur Chief Minister Yumnam Khemchand Singh and residents of the state have donated Rs 1 crore to Assam’s flood relief efforts. Assam Chief Minister Himanta Biswa Sarma expressed gratitude for the contribution.
The Manipur Chief Minister contributed Rs 1 crore to the Assam Chief Minister’s Relief Fund to support relief and response efforts following the devastating floods in Assam. Taking to social media platform X on Tuesday, Sarma thanked the Manipur Chief Minister and people of the neighbouring state for their “generous contribution” towards Assam’s flood response.
Meanwhile, the Union Finance Ministry has said it has not received any formal proposal from the Manipur government for the release of the second instalment of funds under the Special Assistance to States for Capital Expenditure/Investment (SASCI) scheme for 2025-26.
Of the additional Rs 700 crore allocated for 105 projects in Manipur, Rs 310.66 crore was released as the initial instalment.
Minister of State for Finance Pankaj Chaudhary clarified the position in a written response in the Lok Sabha. The reply was in response to an unstarred question by Angomcha Bimol Akoijam regarding special financial assistance for Manipur amid its prolonged economic and humanitarian challenges.
The Ministry said an additional Rs 700 crore had been allocated specifically for 105 capital projects in Manipur for 2025-26, with an initial instalment of Rs 310.66 crore released. Further release of funds is subject to the submission of proposals and utilisation reports by the state government.
The SASCI framework continues in the current financial year, with its nationwide allocation increased to Rs 2 lakh crore.
A dedicated sub-scheme called “Pride of Hills” has also been introduced for 2026-27 with a Rs 25,000 crore allocation for hill states. Of this amount, Rs 2,400 crore has been earmarked for Manipur, separate from the regular Part-I allocations under SASCI.
The cumulative central assistance released to Manipur under SASCI stood at Rs 3,869.74 crore from 2020-21 to August 5, 2026.
The Centre released Rs 317.16 crore in 2020-21, Rs 212.85 crore in 2021-22, Rs 467.22 crore in 2022-23, Rs 542.70 crore in 2023-24, Rs 1,436.82 crore in 2024-25 and Rs 871.55 crore in 2025-26. In 2026-27, Rs 21.44 crore had been released as of August 5.
Standard financial allocations are routed through Finance Commission transfers, central sector allocations, centrally sponsored schemes and externally aided projects. The financial position and requirements of states are assessed by the Finance Commission every five years.
The 16th Finance Commission has retained the 41 per cent tax devolution share for states, maintaining the existing devolution framework following the required structural adjustments.
