Imphal: The Manipur Congress has accused the BJP-led governments at the Centre and in the state of institutional failure in handling the prolonged security crisis and called for the immediate termination of the Suspension of Operations (SoO) pact if systemic violations are established.
Speaking at a party event on September 17, former Chief Minister and Manipur Congress president Okram Ibobi Singh said the administration had failed in its constitutional responsibility to maintain law and order since the flare-up of ethnic violence in May 2023.
Singh said that after the failure of the state leadership and the subsequent period of Central intervention, including President’s Rule from February 2025 to February 2026, alternative administrative mechanisms should have been put in place to contain the violence.
His remarks came after six people were killed in recent incidents in Tamenglong and Noney districts.
Meanwhile, Manipur Congress Lok Sabha MP Angomcha Bimol Akoijam expressed dissatisfaction over what he described as the Union Home Ministry’s prolonged silence on questions he raised in Parliament under Rule 377 on August 11.
Akoijam’s questions sought clarity on alleged extortion along highways, compliance with ground rules by Kuki armed groups and alleged links between SoO groups and recent killings.
The MP also questioned Manipur’s preparedness to implement the National Register of Citizens (NRC), saying the Manipur State Population Commission remained largely dysfunctional without a chairperson and adequate expertise.
Akoijam criticised what he described as New Delhi’s lack of adequate attention to the situation, saying the continuing civilian casualties were being treated as a local issue rather than a national priority.
