Manipur State Focus Paper
The paper, released during the State Credit Seminar 2026 at Sangai Hall, Hotel Imphal, was prepared by the National Bank for Agriculture and Rural Development (NABARD), Manipur Regional Office.

Imphal: Chief Minister Yumnam Khemchand Singh launched the State Focus Paper 2026โ€“27 on Wednesday, describing the theme โ€” “Credit-Led Development in Manipur” โ€” as highly appropriate and timely.

The paper, released during the State Credit Seminar 2026 at Sangai Hall, Hotel Imphal, was prepared by the National Bank for Agriculture and Rural Development (NABARD), Manipur Regional Office.

The paper projects a total credit potential of approximately Rs 3,500 crore for Manipur in the 2026โ€“27 fiscal year, with 51 percent allocated to agriculture and allied activities, 37 percent to the MSME sector, and 12 percent to other priority sectors.

โ€œThese projections reflect the stateโ€™s development priorities and the evolving structure of Manipur’s rural economy,โ€ the Chief Minister stated.

He added that while agriculture remains the backbone of livelihoods, fragmented landholdings and rising climatic risks underscore the need for greater diversification and value addition to enhance farm incomes.

The State Focus Paper rightly emphasizes allied activities such as animal husbandry, fisheries, horticulture, and poultry, which hold significant potential for income generation and employment, he added.

Partha Mandal, General Manager and Officer-in-Charge of NABARD, Manipur Regional Office, speaking at the event, said, โ€œThe State Focus Paper is not merely a statistical compilation; it is the master document for planning and credit monitoring for the upcoming fiscal year. It has been meticulously consolidated based on the Potential Linked Plans of all 16 districts of Manipur.โ€
