Manipur Chief Minister Nongthombam Biren Singh said that the State Government is committed to uplift weaker sections in the State to bring inclusive growth and development in the State.

Biren was responding to move raised by opposition Congress MLA Dr Chaltonlien Amo of Tipaimukh constituency during the discussion on the motion of thanks on Governor’s address on the second day of the seventh session of the 11th Manipur Legislative Assembly on Thursday.

He said the Governor’s address presented on the first day of the ongoing Assembly session could not accommodate all the details of the ongoing development activities one by one but extensively mentioned the important developmental works of the government.

Clarifying over the Hill Area Development Programme (HADP) which was launched by DoNER ministry sometime back, he said the scheme was introduced after the State proposed a topographical need based budget to bring inclusive development.

As a result, Noney and Tamenglong districts were selected among 90 districts for the infrastructure development based on Infrastructure Index report 2009,he said. Under the HADP, the DoNER ministry will provide Rs 90 crores.

On the demand for the inclusion of newly created districts of the State such as Pherzawl, he hoped that it will be included next time as HADP is a continuous programme of the ministry.

He also informed that State Government would put in all possible effort to cover almost all the important interior parts of the State including Parbung and Pherzawl by the helicopter service once the formalities of full-fledged helicopter service is completed.

On the question not sighting any visible sports infrastructure in the hill districts, Biren also added that development of sports infrastructure is being taken up in the State under Khelo India Programme.

The government also plans to install outdoor gyms in various places.

Health and Family Welfare Minister L Jayantakumar Singh initiated the discussion on the motion of thanks on Governor’s address and it was seconded by Moirang MLA P Sharatchandra Singh.
