Manipur Chief Minister reviews progress in rural development schemes

Manipur Chief Minister Nongthombam Biren Singh chaired a review meeting of the Rural Development and Panchayati Raj (RD & PR) Department at the Cabinet Hall of Chief Minister’s Secretariat on Thursday, according to official sources

Additional Chief Secretary of RD & PR, M H Khan presented a Power Point slide show regarding various works, achievements, issues and problems of the Department at the meeting.

According to the presentation of Additional Chief Secretary, the Central Government has agreed to release Rs 122 crore including wages and material under MGNREGS for the State within December 2018, the source said.

In the last financial year 2017-18, a total of Rs 15778.89 lakh were received. However, in the current financial year Rs 16504.69 lakh were so far received and more funds are expected in the last quarter.

Till date, the Manipur Social Audit Agency of the Department has conducted Pilot Social Audit in nine blocks, one block each in a district. The agency currently has one social audit expert and nine district social auditors.

Under Prime Minister Gram Sadak Yojana, the Ministry of Rural Development, Government of India has set a target to construct roads having a total length of 1000 km covering a total of 85 habitations during 2017-18 financial year, out of which 731 km covering 58 habitations have been completed as on March 31, 2018 securing third position in terms of rural roads construction among north-eastern states.

In the financial year 2018-19, the Ministry set a target to construct 900 km out of which 230 km have been completed as on October 30, 2018.

The total number of approved roads under Prime Minister Gram Sadak Yojana (PMGSY) for the State from Phase-I (2000-01) to B-I, 2018-19 is 1860 covering a length of 11366 km. 1320 roads covering a length of 6340 km have already been completed so far.

Out of the 142 bridges sanctioned during this period, 45 bridges have been completed, it added. On the other hand, the total length for Stage-I (formation of cutting) is 5629 km and the completed length is 4282 km. For Stage-I+II/II/upgradation and blacktopping, the total sanctioned length is 5737 km and the completed length is 2057 km.

Works under the Phase-I of the National Rurban Mission are being taken up at Khangabok Cluster. In the Phase-II, works will be executed at Keirao Makting Cluster. Unfinished works of Khangabok Cluster may be completed when the fund for the third instalment is received from the Government of India.

The State Government has set a target to construct 9740 houses under Pradhan Mantri Awas Yojana – Gramin (PMAY-G), out of which 2448 houses have been constructed so far. Deendayal Antyodaya Yojana – National Rural Livelihood Mission (DAY-NRLM) is being run in four Blocks i.e. Sawombung, Keirao, Chandel and Tengnoupal. The mission has been formulated to reduce poverty by enabling the poor households to access gainful self-employment and skilled wage employment opportunities.

Chief Secretary Dr J Suresh Babu, Director (RD & PR) H Balkrisna and other high ranking officials of the Department were also present at the meeting.
