Assam government will introduce a bill during the on-going Budget session to imprison officials for three years involved in transfer of teachers before they serve 10 years in the schools they joined their services.
Anyone, including ministers or legislators, who recommends such transfer would also face the same penalty.
This was categorically stated by state education minister Himanta Biswa Sarma in the Assembly on Tuesday.
Himanta said a teacher can apply for transfer only completing 10 years service in the school where he or she has joined.

Any official or politician found to be involved in transferring teachers or have made recommendations before 10 years of service will have to face jail term, he added.
He added that all teachers who had taken transfers during the past three years would have to join their earlier schools.
However, he added that a committee will scrutinize whether there are special considerations like a teacher facing a threat or disability among these teachers.
He, however, said teachers, who had taken mutual transfers, would not be affected.
