Retired IPS officer and special rapporteur of the National Human Rights Commission (NHRC), Umesh Kumar, visited the Central Jail Tezpur-cum-detention camp on Wednesday.
After visiting the jail, Kumar said the infrastructure of the jail needs to be developed.

However, he said the jail is properly maintained and well-equipped.
He asked the jail authority to place a demand before the government for installation of CCTV cameras inside the jail to supervise the activities in a better way.
Earlier, he visited the Lokapriya Gopinath Bordoloi Regional Institute of Mental Health (LGBRIMH) at Assam’s Tezpur.

During his visit, Kumar discussed with the institute authority about the facilities provided to the indoor patients as well as the OPD patients as per rules and regulations provided by the NHRC and Mental Health Care Act, 2017.
He also visited the indoor, OPD sections of the new hospital.
Kumar also visited the Rehabilitation Centre, Central Library, Academic Building and Residential Blocks of the institute.
The kitchen and laundry section of the new hospital were also inspected by the NHRC special rapporteur.
After inspecting the various sections of the institute, Kumar expressed satisfaction at the patients care service extended by the institute with its limited infrastructure and resources.
He wished the institute will grow more and become an institute of national importance in coming days.
