This was stated by Dipok Kumar Barthakur, vice chairman of State Innovation and Transformation Aayog (SITA) at a day-long seminar which was held at Assam Administrative Staff College in Khanapara of Guwahati.

He was present as the chief guest at the inaugural session of the seminar on ‘Underwater Domain Awareness (UDA) Framework for Effective Security and Growth for All in the Region (SAGAR) Vision for the River Ecosystem in the North East’.
The seminar has been organized under the joint aegis of SITA and Assam Science Technology and Environment Council (ASTEC).
While delivering the inaugural address, Director of ASTEC Dr Arup Kumar Misra said that he looks forward towards the seminar to be a path-breaking programme in addressing the aspect of all abilities to monitor the developments in the underwater region and possibly prevent events.

Himangshu Shekhar Das, chief information commissioner, Government of Assam attended the inaugural session as the guest of honour.
The session was also attended by, Dr Arnab Das, director, Maritime Research Centre, Lt Gen D B Shekatkar, president of FINS and Prof P C Bhattacharjee, president of NESM, among other dignitaries.
The day-long seminar had plenary sessions with technical presentations by experts from different related fields.
