According to Sarma, the Memorandum of Understanding (MoU) mentioned by Bordoloi pertains to a philanthropic donation from the firm to the Assam government.

The donation is intended for the construction of the Pragjyotishpur Medical College, a project currently underway and set to be dedicated to the public in the near future, clarified the Assam chief minister.
In a statement issued by the Assam chief minister’s office (CMO), Himanta Biswa Sarma emphasized: “The allegations levelled by Pradyut Bordoloi is devoid of any facts and is entirely baseless.”
“Through these defamatory statements alleging quid pro quo between Govt of Assam and M/s Bright Star Investments, Hon’ble MP has invited grounds for legal action by the state,” the statement from the Assam CMO read.
“The Govt of Assam has absolutely no commercial linkage with the said firm. The MoU mentioned is only a philanthropic donation by the said firm to the State Government for constructing the Pragjyotishpur Medical College, work on which is going on swiftly and will be dedicated to the people in the coming days,” the statement adds.
These developments unfolded after Pradyut Bordoloi, an Assam Congress MP, took to his social media platform and accused the BJP government in the Northeast state of engaging in deep-rooted corruption under the guise of the electoral bond scheme.

Later, Assam Congress MP Pradyut Bordoloi responded to the Assam chief minister’s legal action warning by stating that he welcomes “any such move by the government of Assam”.
“I certainly welcome any such move of the government of Assam to prosecute me for pointing out the tip of the iceberg of a huge racket called Electoral Bonds,” Bordoloi said.
He added: “It will provide opportunity to cross examine & have skeletons tumble out of BJP government’s cupboard. HCM should not forget that the EB scam has been unearthed on direction of the Hon’ble SC to invite public probity – integral to democracy. As the BJP works overtime to defend their wrongdoings, await a response on the relation b/w SP Singla Construction donations & the contract for the North Guwahati Bridge.”
