Assam: BTC’s winter session begins, incomplete projects discussed

The winter session of the Bodoland Territorial Council (BTC) started on Wednesday and the incomplete projects were discussed in the House.

Taking note of a question raised by MCLA Jatirindra Brahma from the Opposition bench over the abnormal delay of certain projects under PWD, the BTC chief Hagrama Mohilary told the House that he had already directed the Council Head of the Department (CHD) of the departments concerned to conduct a proper survey over the incomplete projects with abnormal delay for cancellation of order and process for re-tender.

He also said vigilance committees were formed involving EMs and MCLAs to supervise the projects in every constituency. But neither the CHDs of the departments concerned nor the heads of the committee have submitted their reports to him as yet, he said.

Mohilary also said the Deputy Chief too, could not carry the survey in Chirang district due to his busy schedule and so, Alindra Mashahary has been given responsibility in his place.

Mohilary informed the House that he has ordered to clear the pending bills for the projects under PWD, P&RD and CD till 2014-15 and asked officers of the departments concerned to verify the incomplete projects for cancellation of work orders.

He also said the process of re-tender would be taken up against the incomplete projects which are delayed abnormally.

The BTC chief also asked the EMs and MCLAs to give specific reports for taking action over incomplete schemes in their respective constituencies.

MCLA Jatirindra Brahma questioned as to why construction of RCC bridge across the river Karboja at Ramfalbil was not completed although it was the project of financial year 2013-14 and why there is no action though the project was scheduled to be completed within 24 months.

In reply, the chief of the BTC said the department concerned has taken up the matter and in this regard, several notices have been served to the contractor – Sukumar Brahma – to expedite the progress of work and further reminded from time to time to complete the bridge within stipulated time but the progress is very slow.

He said that he would take necessary action for cancellation of the work order and the process for re-tender would be taken.
