Assam APSC scam
The whistleblower group argued that officers selected through corrupt means continue to damage the system.

Guwahati: Fight Against Injustice of APSC has alleged that 74 additional officers selected through the Assam Public Service Commission (APSC) examination in 2013 remain under suspicion, citing findings in a Special Investigation Team (SIT) report that allegedly exposed serious irregularities in the recruitment process.

Addressing a press conference on Sunday, Manash Pratim Baruah, representing Fight Against Injustice of APSC, said a report submitted by Assam Police CID’s Additional Director General of Police (ADGP) Munna Prasad Gupta to the Home and Political Department on June 22, 2024, contained significant findings about alleged manipulation of answer scripts and other irregularities in the APSC recruitment process.

The report, titled Self Contained Report, allegedly documented fabricated answer scripts, the insertion of counterfeit pages into answer booklets and unauthorised increases in marks.

Baruah claimed that the report found 36 pages in the English answer scripts of all 74 selected candidates from the 2013 examination batch, against the prescribed 32 pages.

He alleged that the findings pointed to serious procedural failures in the recruitment process and raised questions about the functioning of the commission and the scrutiny of candidates’ answer scripts.

74 additional officers under scrutiny

Baruah said Dibrugarh Police had initially arrested around 39 candidates for their alleged involvement in irregularities in the 2013 APSC examination.

Subsequently, the Justice Biplab Kumar Sharma Inquiry Commission identified another 34 officers from the same batch as having allegedly secured appointments through improper means. The SIT later filed charge sheets in connection with the allegations against these officers, he said.

According to Baruah, the newly surfaced report raises questions about another 74 officers from the 2013 batch, most of whom are allegedly serving as Additional Deputy Commissioners (ADCs) or Additional Superintendents of Police (Addl. SPs) in different districts of Assam.

He claimed that, of the 241 officers selected through the 2013 examination, fewer than 100 could be considered free from suspicion.

Baruah also alleged that similar concerns surrounded the 2014 examination batch, calling for a comprehensive review of appointments made through the two recruitment examinations.

Questions over government inaction

The organisation questioned why the state government had allegedly failed to take decisive action despite receiving the SIT report in June 2024.

Baruah said the findings assumed greater significance following the publication of the judicial commission’s report in February 2025 and the submission of an Action Taken Report (ATR) to the Assam Legislative Assembly in March 2026.

He alleged that the continued service of officers facing questions over their recruitment reflected serious shortcomings in the government’s response to the APSC scandal.

Baruah further claimed that several of the 74 officers identified by the organisation had influential connections, including alleged links to political leaders, senior bureaucrats and heads of regional organisations.

He also questioned the circumstances surrounding the reported resignation and subsequent rejoining of some officers, as well as the appointment of multiple siblings from the same families in the same recruitment year.

These allegations could not be independently verified.

Discrepancy in forensic examination of answer scripts

Baruah also raised questions about discrepancies in the number of answer scripts reportedly sent for forensic examination during the investigation.

According to the organisation, the SIT forwarded 1,403 answer scripts from the 2013 examination and 1,080 from the 2014 examination for forensic analysis.

However, only 1,159 scripts from the 2013 batch and 954 from the 2014 batch were reportedly returned by the forensic laboratory, he claimed.

The organisation demanded clarification on the discrepancy and called for the relevant records to be examined to establish what happened to the remaining scripts.

Reiterating its demand for accountability, Fight Against Injustice of APSC called for the cancellation of appointments made through the 2013 and 2014 APSC examinations.

The organisation argued that the alleged irregularities warranted a comprehensive examination of the recruitment process and decisive action against those found to have secured appointments through fraudulent means.
