Guwahati transport workers oppose ISBT privatisation plan, citing higher costs and operational concerns escalation.

Guwahati: Transport workers in Guwahati have raised concerns over a reported proposal to hand over several key operations at the Inter State Bus Terminus (ISBT) to a private agency.

The Assam State Transport Corporation (ASTC) is said to be exploring outsourcing services such as parking fee collection at entry points, security arrangements, sanitation and traffic regulation through a tender-based system. The development has sparked opposition from bus drivers, conductors and vehicle owners who rely on the terminal for their daily livelihood.

As the reports surfaced, sections of the transport community voiced strong objections, alleging that gradual privatisation of ISBT functions could place additional financial pressure on operators and alter the existing public transport framework. Many questioned the necessity of transferring duties currently handled by ASTC to external entities.

Workers have also cautioned that private management may result in increased charges and tighter operational controls within the terminus, potentially affecting both transport operators and commuters.

Several drivers and owners have appealed to Chief Minister Himanta Biswa Sarma, urging government intervention to ensure that the facility remains under the control of ASTC and is not shifted to private management.

They pointed out that the transport sector is already under stress due to escalating fuel prices, maintenance costs and rising expenditure on spare parts and warned that any additional fee structure could further burden operators and indirectly impact passengers.

Concerns have also been raised that if a private firm is assigned responsibilities like parking, entry regulation and security, bus operators may ultimately face higher usage charges for the terminal.

As per available details, the proposed arrangement involves awarding a three-year licence to a private operator, with provisions for termination in case of non-compliance with terms and conditions.

Meanwhile, ASTC has not yet issued an official statement addressing the objections raised by transport stakeholders regarding the proposed outsourcing plan.
