Assam government has asked ONGC to stop recruitment in Assam till new rules are framed by the state.
Leader of the Opposition in the Assam legislative Assembly and Nazira MLA Debabrata Saikia told media that this action was taken in response to a report by the Assembly’s Employment Review Committee which indicted ONGC, Assam Asset, Nazira for violations in the employment process of 22 persons with disabilities.
The probe had been sought by Saikia who had written to the Speaker about the violations of guidelines regarding employment of local unemployed youths by ONGC. The letter said while OIL recruited only local youths, the same was not the case with ONGC in class 3 and class 4 posts.
Further it was stated that out of the 22 vacancies for disabled, from the written exam held on October 16, 2016, only 10 were selected out of which six were from outside the state and only four were local.
Saikia had further pointed out that ONGC had entered into a number of agreements with MNCs as well as Indian companies to carry out different jobs for the oil major but these companies too had not served any notices of recruitment to the local employment agencies.
Saikia demanded a probe into violation into local Employment Act which was found to be true by the Committee headed by Emmanuel Mosahary as Chairman.
Though the ONGC in its replies cited the Supreme Court verdict to maintain the provision of equality in jobs, in reality, it had overlooked the same. It did not consider whether the candidates had local Employment Exchange Registration number or not. The report said ONGC has violated the Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959. There is a prescribed format for this. The rule says that the exchanges should notify the candidates that their names have been sent to this particular department after they receive the notification of vacancy from the department.
ONGC said that they had notified the Employment Exchanges but had asked the candidates to apply online and given the website name where all details were available. They had further advertised in The Assam Tribune and Dainik Jugasankha.
The committee asked if OIL could recruit cent per cent local then why not ONGC.
The committee stated that ONGC, Assam Asset was trying to avoid the situation and that they had intentionally appointed more numbers of candidates from outside Assam for their own interests.
The committee further expressed its resentment of the recruitment procedure of persons with disabilities by ONGC, Assam Asset and asked them to recruit local unemployed youth like the OIL did and the necessary policy should be adopted for the same.
