The Cabinet approved HLL Lifecare to obtain Atomic Energy Regulatory Board certification for all general and district hospitals and CHCs, further strengthening diagnostic radiology.

Itanagar: The Arunachal Pradesh State Cabinet, chaired by Chief Minister Pema Khandu, approved policies to boost healthcare, public safety, education, employment, urban governance, and environmental conservation during its Thursday meeting.

To improve healthcare, the Cabinet approved partnering with HLL Lifecare Ltd, a Government of India enterprise under the Health Ministry, to set up diagnostic facilities across the state, covering 256 Sub-Centres, 82 Primary Health Centres, 25 Community Health Centres, and 64 Block Public Health Units.

 HLL Lifecare will also implement a Laboratory Management Information System (LMIS) across medical colleges, hospitals, CHCs, PHCs, and sub-centres.

The digital system will enhance lab efficiency through better supply chain management, inventory tracking, logistics, and data-driven operations, improving the quality and reliability of diagnostic services.

The Cabinet also noted the success of tele-radiology CT scan services at Aalo, Bomdila, Khonsa, Namsai, Tawang, Tezu, Yingkiong, and Ziro, which have benefited nearly 12,000 patients.

The expansion aims to provide affordable, high-quality diagnostic services closer to communities, reduce out-of-pocket medical expenses, and support evidence-based clinical decision-making.

To improve healthcare access in remote and border areas, the Cabinet approved procuring 40 Mobile Medical Units under the Vibrant Villages Programme, funded by the Ministry of Home Affairs, with the National Health Mission covering operational costs.

These units will serve 455 villages across 11 border districts and deliver primary healthcare, maternal and child care, elderly care, basic diagnostics, teleconsultation, disease screening, essential medicines, and referral services.

To enhance public safety, the Cabinet approved the Arunachal Pradesh Fire and Emergency Services Bill, 2025, replacing the 1991 Act. The new legislation modernises the departmentโ€™s legal and operational framework, and the state assembly will review it.

The Cabinet approved Special Grade promotions for fire and emergency personnel upon completing 15, 20, and 30 years of service, benefiting 142 staff members.

The Cabinet also approved creating 91 posts across seven sub-jails to strengthen prison administration and management in Longding, Khonsa, Changlang, Pasighat, Yingkiong, Aalo, and Koloriang.

In education, the Cabinet approved 58 new posts, including 14 administrative and teaching positions, and 32 Assistant Professor roles at Government Model Degree Colleges in Piyong and Kanubari.

Twelve additional Assistant Professor posts will introduce Sociology, Commerce, and Mass Communication courses, expanding higher education access and generating jobs for youth.

For urban governance, the Department of Urban Affairs will establish a Directorate of Urban Local Bodies to improve coordination between local bodies, state departments, and central agencies, ensuring better urban development.

To address career stagnation in the forest department, the Cabinet approved a one-time relaxation of residency rules under the Arunachal Pradesh Forest Service Rules, 2019. This will allow immediate promotions for 48 officers and support 60 frontline forest personnel.

The Cabinet also approved recruitment rules for the Special Tiger Protection Force in Pakke, Namdapha, and Kamlang Tiger Reserves, enabling the government to fill 324 Special Tiger Guard posts, strengthen anti-poaching measures, and create local employment opportunities.

The Cabinet said these decisions reflect the governmentโ€™s commitment to public service, job creation, environmental protection, and inclusive development in remote areas.
