Arunachal Pradesh Chief Secretary reviews execution of BADP schemes

Arunachal Pradesh Chief Secretary Satya Gopal on Thursday took stock of various schemes being implemented under Border Area Development Programme (BADP) in the State.

Addressing a state level screening committee meeting on BADP at his office here, Gopal, while underlining the importance of projects like ‘Model Village’ said that each of these villages should have a long term perspective plan for building infrastructure in the fields of healthcare, education, roads, power, drinking water supply etc to fill up the critical gaps.

“The social and economic infrastructure of the village should also be considered while submitting a proposal,” he told the Deputy Commissioners and added that income generating activities should be encouraged to ensure a sustainable living in these areas.

The Department of Border Management, Ministry of Home Affairs has been implementing the BADP through the State governments as part of a comprehensive approach to border management.

The programme aims to meet the special development needs of the people living in remote and inaccessible areas situated near the international border and to saturate the border areas with the essential infrastructure through convergence of central/state/BADP/local schemes and participatory approach.

While reviewing the Indo Myanmar Action Plan, security related proposals, skill development progress and others, the Chief Secretary directed the Deputy Commissioners to come out with a comprehensive and consolidated plan.

Proposals should be vetted by the concerned Deputy Commissioners of the districts. The scheme should be forwarded under the signature of a Deputy Commissioner, Gopal said.

He further asked the Deputy Commissioners to have a pro-active approach for effective implementation of projects under the BADP.

Emphasizing on timely submission of utilization certificates of the completed projects, the Chief Secretary stated that additional funds would also be made available by the Union Ministry of Home Affairs as per requirement depending.

This, he said would only happen if the utilization certificates are submitted in a timely basis.

Gopal further said that Geo tagging of each and every asset which is being created and executed under the BADP is mandatory.

The Chief Secretary also asked the Deputy Commissioners to monitor and review the progress of Pradhan Mantri Sahaj Bijli Har Ghar Yojana – Saubhagya in their respective districts and leave no stone unturned to achieve the target of providing electricity connectivity in every household of the State before December 31 next.

The meeting chaired by the Chief Secretary was among others attended by the commissioners, secretaries and the special secretaries of the State government. Also present were 15 Deputy Commissioners and district planning officers of different border areas of the State.
