Chief Minister Pawan Chamling, On ‘One Family One Job Scheme’ of the State Government, said that twenty thousand unemployed youths will get appointment order during Rojgar Mela which is scheduled to be held on January 12 at Paljor Stadium.
He assured that they will be regularized after 5 years of service. He added that if anyone is left-out then they will be appointed in the second phase. He informed that Janta Mela will commence from 16 January.
CM was speaking as the chief guest on the occasion of the 24th anniversary of the Government Formation of the Sikkim Democratic Front Government here at Saramsa Garden in East Sikkim on Friday.
He also mentioned that there was no any injustice and suppression of the government employees in these 24 years of SDF government. SDF government has always worked to give respect to the government employees and worked for their welfare from the last 24 years.
In his address, he said “people of Sikkim gave him the responsibility of the CM on 12 December 1994 and since then we have been working tirelessly day and night in the interest of Sikkim and its people. We have fulfilled all hopes and aspiration of the people of Sikkim in these 24 years,” he expressed. He stated that Sikkim was an exemplary in different areas due to consistent works of SDF government.
He asserted that every Sikkimese needs to take ownership of Sikkim to take it forward.
He urged the government officials and employees to work in the interest of the people and serve the people of Sikkim irrespective of any community or section.
While speaking on the series of welfare measures and works of SDF government for the government employees, the CM stated that due to good governance in the State there was no death of any police personnel on duty and they have been working freely in the peace and security.
Chamling added that such statement was not against any individuals but against the entire humankind. He expressed that such threatening to form the government at any cost was for the first time in the State.
He stated that the government was formed by the people’s votes and only the good government can protect the rights of the people and can maintain the development, peace and security in the State. “If bad government comes then it will destroy the State and would work against the interest of the people. So the need to make the good government to maintain peace and security and protection of the people’s rights,” he said.
CM urged the people not to go after the communal and religious issue to damage the State. “The change should be for the betterment of the State and not to destroy the State. We will form the government for sixth consecutive time to make Sikkim the Best State of the world,” he said.
He stated that peace and security were very important for the State and it should not be taken for granted. “Despite of being surrounded by international borders and disturbances in north eastern region and neighbouring hills, we always maintained the peace and security in the State and kept it free from any insurgency and unrest in these 24 years but now the political terrorism has stated in Sikkim and everyone need to take it very seriously,” he said. He urged every individual to come forward to protect the State.
On the occasion, the CM announced that the qualifying period for promotion for group C & D employees would now be reduced to five years. He further announced that women employees in temporary basis will also get six months maternity leave alike regular government employees. He informed Safai Karmacharis working under various government departments for more than ten years will be regularised.
CM announced that employees working under Group C and D grade from last five years and above will be regularized. He directed all the concerned Departments to submit the proposal by 15 January and ensure implementation of all the above announcements by 31 January, 2019. He also announced that all pending promotions of Group C & D employees will be done immediately on priority.
He also announced that Sikkim government will issue Other Backward Class Certificates and Scheduled Caste Certificates to non-COI and Sikkim Subject holders those who have valid Voter Cards, Residential Certificates and Trade Licenses. He also announced that all vacant posts in the Government will be advertised at the earliest.
CM further announced that the qualifying period for promotion of police constable and forest guards will be reduced from 15 years to 5 years and will be entitled to get next promotion after five years.
He also announced that under Sikkim Police Service, now police officers will be promoted upto IG Range, while before it was upto DIG range only. He added that now onwards Police Inspector and Sub-Inspector will be eligible to get next promotion after 6 years of service. He added that earlier under Sikkim Police Service they used to get promotion after 8 years of service and from henceforth the qualifying period will be 6 years.
