Imphal: The Naga Students’ Union Delhi (NSUD) has submitted a nine-point charter of demands to the Central and Manipur governments.
It has called for an independent, time-bound National Investigation Agency (NIA) probe into violence against Naga civilians in Manipur since 2023.
At a press conference at the Press Club of India, the union demanded an immediate and comprehensive review of the Suspension of Operations (SoO) pact with Kuki armed groups. It also called for the pact to be terminated if the groups were found to have violated its ground rules.
The NSUD said the crisis required direct political intervention and accountability from the authorities. It opposed describing the situation as merely a local Naga-Kuki communal conflict.
The union also questioned how SoO ground rules were being enforced, particularly the custody and control of weapons held by designated cadres. It urged the Union Ministry of Home Affairs to enforce the rules strictly or end the arrangement if compliance could not be ensured.
A dossier accompanying the charter documented incidents along the Imphal-Tamenglong road between May 13 and October 14, 2026.
According to the document, the violence has killed 17 Naga civilians, injured 10 others and resulted in 18 abductions. More than 100 homes and churches have also been destroyed.
The dossier recorded several incidents, including the burning of villages in the Tapon area in September, attacks on Pipuram, Chamriupiuram and Thebram, and the killing of four village guards at Chamriupiuram on October 10. Security forces reportedly recovered the severed head of one of the victims, Ajinbou Ringkangmai, on October 14.
The union also called for the speedy forensic identification and release of six men whose bodies remain at the mortuary of the Jawaharlal Nehru Institute of Medical Sciences in Imphal.
The men were among 18 people abducted from the Leilon Vaiphei area on May 13, 2026. The group also included 12 women and children, who were later released.
Although the NIA took over the investigation on June 8, the NSUD demanded that authorities keep the families informed and ensure the men receive dignified final rites.
The NSUD further demanded an independent inquiry into the May 13 ambush of Thadou church workers. It also questioned early public accusations by Kuki Inpi Manipur against a Naga group.
The union called for an impartial investigation into a potential conflict of interest involving Manipur Deputy Chief Minister Nemcha Kipgen.
It sought her resignation pending a review of her reported marital relationship with Thangboi Kipgen, a leader of the Kuki National Front–President.
To improve security in affected border areas, the NSUD called for additional security forces to be deployed in vulnerable Naga villages.
It also sought safe passage along National Highway 202 for residents of Ukhrul and Kamjong, as well as compensation and housing for displaced people. These include more than 170 residents of Konsakhul who are currently sheltering in Makhan.
The charter also called for coordinated action against illegal poppy cultivation that funds armed groups, stronger measures against deliberate disinformation and unrestricted access for independent human rights monitoring teams.
