Imphal: The Manipur government is accelerating the implementation of the Manipur Infotech Enabled Development (MIND) Project, a $57.5 million initiative aimed at expanding digital infrastructure, strengthening e-governance and creating technology-driven employment opportunities.
The project is supported by a $46 million International Bank for Reconstruction and Development (IBRD) loan from the World Bank, approved in July 2023, and is being implemented through Cyber Corporation Manipur Limited (CCML).
Chief Minister Yumnam Khemchand Singh held a high-level meeting with a World Bank MIND Project delegation at the Secretariat on September 23. The delegation included Robert Sharma, Director of Information Technology, and Arun Sharma, Senior Digital and AI Specialist.
The discussions focused on the project’s implementation across the state. According to the Chief Minister, the initiative will help strengthen digital skills, expand broadband connectivity, improve digital governance, promote entrepreneurship and support the development of sustainable, green infrastructure.
A key component of the project is the Manipur IT Special Economic Zone (IT-SEZ) at Mantripukhri in Imphal, spread across 10.85 hectares. The zone will include a Processing Zone with five IT buildings covering around 8.76 lakh square feet, along with a Non-Processing Zone featuring skilling centres, a hotel, multispecialty hospital and residential and recreational facilities.
The project also includes plans for a Green State Data Centre (GSDC) to strengthen data security and e-governance using sustainable energy, as well as a Manipur Cybersecurity Operations Centre (MCSOC) to protect government digital assets.
The Department of Information Technology has progressed with the selection of a Project Management Consultancy (PMC) and initial market engagement for the GSDC and MCSOC infrastructure.
State-level reviews held during 2026 have continued to emphasise the implementation of the MIND Project, with the government seeking to strengthen Manipur’s digital ecosystem and technology sector.
