Digboi: The exclusion of Makum MLA Sanjay Kishan from the newly constituted Governing Body of the Hospital Management Society (HMS) of Tinsukia Medical College and Hospital (TMC&H) has raised questions in Tinsukia district, as legislators from five other Assembly constituencies have been included in the 22-member body.
TMC&H is located in Makum, the constituency represented by Kishan.
According to a notification issued by the Medical Education & Research Department, Government of Assam, under the orders of the Governor, the HMS Governing Body has been constituted under the administrative jurisdiction of Tinsukia district.
The notification, bearing No. MER.495138/601 and issued under the provisions of a Government notification dated October 27, 2025, names Pulok Gohain, MLA, Tinsukia, as chairman, while the Tinsukia District Commissioner has been designated vice-chairman.
The members include Bolin Chetia, MLA, Sadiya LAC; Rupesh Gowala, MLA, Doom Dooma LAC; Bhaskar Sharma, MLA, Margherita LAC; and Suren Phukan, MLA, Digboi LAC.
Kishan, the MLA from Makum LAC, does not figure in the list.
The notification does not provide any reason for his exclusion, despite the hospital being located in the Makum constituency.
The 22-member body includes officials and representatives from the health and medical education departments, Tinsukia administration, municipal boards and town committees, Tinsukia Zila Parishad, the Indian Medical Association (IMA), Pollution Control Board, APDCL, PWD (B), hospital staff, the Local Treasury Officer/FAO and two alumni members.
The composition brings together political, administrative, medical and civic representatives for the management of the hospital.
The omission of the Makum MLA has therefore raised questions about the basis on which legislators from the other five Assembly constituencies were included in the Governing Body.
