Guwahati: The Meghalaya Cabinet has approved the International Open University (Repeal) Bill, 2026, paving the way for the repeal of a 2011 Act that remained largely inactive for more than a decade.
Chief Minister Conrad K Sangma said the decision was taken after the government raised concerns over the proposed university’s name and its compliance with University Grants Commission (UGC) regulations.
According to Sangma, the legislation remained inactive until 2022, when some individuals came forward claiming authority under a power of attorney. The development led to a dispute and prompted the state government to examine the status of the Act.
The Cabinet subsequently found that the name “International Open University” did not comply with UGC norms. Sangma said the regulations do not permit the terms “International” and “Open University” to be used together in such a manner.
The Chief Minister said the proposed repeal was aimed at avoiding possible legal and regulatory complications in the future.
The Cabinet’s decision effectively brings an end to the uncertainty surrounding the 2011 legislation and prevents the possibility of an institution emerging under a name that does not meet UGC requirements.
