In a bizarre incident, a man has been arrested for allegedly raping his blood daughter at Ruksin in East Siang district.

The accused was arrested on April 5 last after the victim informed about her ordeal before her neighbour who then along with other womenfolk lodged an FIR at the Ruksin Police Station against the girl’s father.

The man, who is a daily wage-earner, has been identified as 38-year-old Bijay Bumish.

Bumish has reportedly confessed to the crime.

According to police officer L Ori at Ruksin Police Station, as reported in the media, the father had been raping his minor daughter for the past two years.

A case (no 04/2018) under section 376 (F) (I) (K) (N) IPC RW Section 6 of the Protection of Children from Sexual Offences (POCSO) Act has been registered against the accused.

The accused has reportedly been remanded to judicial custody till April 19.

The Arunachal Pradesh Assembly recently passed the Criminal Laws (Arunachal Pradesh) Amendment Bill 2018 which now empowers the State to award a death penalty or rigorous imprisonment of at least 14 years to anyone found guilty of raping a minor girl below 12 years.

“Whoever rapes a woman below 12 years will be punished with death, or rigorous imprisonment for a term which shall not be less than 14 years but which may extend to imprisonment for life,” a clause in the Bill states. Arunachal Pradesh Home Minister Kumar Waii, who had introduced the Bill on March 9, said this will ensure stringent punishment against perpetrators of crimes against women.

It may be mentioned that two tea estate labourers, who had allegedly raped and killed a minor, were lynched by a mob at Tezu, the headquarters of Lohit district in Arunachal Pradesh recently.
