The Assam Government has made transit passes mandatory for liquor and spirit passing through the state under the Assam Excise (Amendment) Rules, 2021.

The rules were introduced to prevent “illegal unloading” of liquor or spirit from other states while in transit.

The amendment stated that any consignment of liquor transported from or bound for any place outside the State in the course of its movement through the State cannot be unloaded, delivered, or sold in the State.

A declaration has to be signed by the consignor, driver, or transporter of the consignment stating that the consignment containing liquor will not be unloaded, delivered, or sold in any state other than the one to which it was originally destination.

After this, the concerned department will issue a transit pass and the consignment will be verified by an authorized official of the excise department.

The consignment will be checked at entry and exit points.

Violators of this process will have to face a penalty and the consignment along with the vehicle will be seized.

A transit pass will be issued for Rs 500 and the payment will have to be made online.
