Amidst boycott by the Opposition Naga People’s Front (NPF), the one-day session of the sixth session of the 13th Nagaland Assembly was conducted in Kohima on Thursday.
The Opposition party did not attend the session as Speaker Sharingain Longkumer did not consider its demand to extend the one-day session to three days to discuss matters of public importance such as Naga political issue, Covid-19 and the Securitisation and Reconstruction of Financial Assets and Enforcement of Securities Interest Act, 2002 (SARFAESI Act 2002).
Leader of the House and chief minister Neiphiu Rio introduced and moved the Nagaland Goods and Service Tax (Amendment) Bill 2020 during the one-day session of the sixth session of the 13th Nagaland Assembly in Kohima on Thursday.
The bill was considered and passed by the House.
The chief minister, also minister in charge of Nagaland State Disaster Management Authority, laid the reports/rules of the state disaster management plan, incidents response system, state disaster management rules and minimum standards of relief.
The session began with obituary reference to the passing away of five members at the Assembly by the Speaker.
The business session began with commissioner and secretary of the Assembly reporting the assent of Governor to the Nagaland Appropriation (no. 1) Bill 2020, the Nagaland Appropriation (no. 2) Bill 2020, the Nagaland Agricultural Produce and Livestock Marketing (Promotion and Facilitation Bill) 2020, North East Christians University (First Amendment) Bill 2020 and the Nagaland Goods and Services Tax (Amendment) 2020.
Altogether 27 starred and unstarred questions, most of which were related to Covid-19 and health and family welfare, were laid in the House. Owing to non-supplementary questions from the members, these were subsequently passed, which will be communicated to all the members.
Assembly Committee reports were presented by chairman of the Public Accounts Committee K. Tokugha Sukhalu, member of the Committee of Public Undertakings N. Bongkhao Konyak and member of the Estimate Committee Toshi Wungtung.
The Committee of Subordinate Legislation and Committee on Government Assurance could not present its reports.
Health and family welfare minister S. Pangnyu Phom briefed the House on the status, expenditure and activities of Covid-19 in the state.
After finishing all the scheduled business, the Speaker adjourned the session sine die.
